Quantity and price differences are collected across all lines, not just the first one found. A bill with two problems tells you about two problems.
Committed spend is a real number
Open orders are money you have promised. The engine reports committed cost separately from what has been billed, so a budget reflects obligations rather than only invoices.
Approval thresholds, not approval habits
Policy is data — an amount and a role — so who can approve a $50,000 order is a setting somebody can read, not a convention somebody remembers.
